Announcement of an Exempt Purchase

The contractor shall provide comprehensive preventive and corrective maintenance services for the Philips Allura Xper FD20 Interventional X-Ray System. Services shall include all required labor, qualified technical personnel, tools, test equipment, and replacement parts necessary to inspect, troubleshoot, repair, calibrate, test, and verify the systems performance and ensure its continued safe and reliable operation.

This purchase is exempt from the usual selection processes of the Procurement Code because the procurement expenditure is for medical supplies or medical services necessary for the delivery of care and treatment at medical, dental, or veterinary teaching facilities utilized by SIU or U of I (30 ILCS 500 / 1-13(b-5)) If the cath lab is unavailable, procedures may be canceled or postponed, resulting in lost revenue and reduced patient access. Time-and-material (T&M) repairs often have higher hourly rates, after-hours charges, and travel expenses than contract pricing. Contract customers receive priority dispatch and faster access to parts, while non-contract customers may wait longer for service or parts availability.
