Project Description
The Board of Trustees of Southern Illinois University governing Southern Illinois University Edwardsville (SIUE) hereby requests letters of interest and statement of qualifications from engineering firms interested in providing hazardous materials design consulting services (including, but not limited to asbestos, lead, and PCB) for Southern Illinois University Edwardsville. The project locations will be at the Edwardsville, East St. Louis, Alton, and Belleville campuses. Services that will be provided by the selected firm (or firms) will include, but not limited to, the following, project design and preparation of bid specifications, construction monitoring and clearance of abatement activities, and air monitoring. Projects will range in size and scope, may arise unexpectedly, and have a short window for execution. The University reserves the right to award to a single firm or multiple firms.

Firms must be a licensed hazardous materials design consultant in the State of Illinois. The following project-related criteria will be used to evaluate the consulting firms requesting consideration for selection: location of firm, prior experience with similar projects at SIUE, appropriate staff size and disciplines, related State experience, current workload, and BEP status of submitting firm and any consultants. Ability to provide licensed individuals in accordance with the Asbestos Abatement Act and Code in the State of Illinois to serve as supervisors, inspectors, management planners, project designers, project managers, and air sampling professionals

The University strives to meet voluntary contract goals established in the Business Enterprise for Minorities, Females, and Persons with Disabilities Act (30 ILCS 575 et seq.) as well as subsequent adoption by the Business Enterprise Council.
SIUE anticipates awarding contract/s for the period July 1, 2026, through June 30, 2031, subject to demonstration of satisfactory service, continued need, favorable market conditions and funds appropriated.
Proposals should include a complete description of the history, size and capabilities of the submitting firm and a list of projects which demonstrate the firm's level of experience. For each project indicate a knowledgeable reference (name, address and telephone number). Proposals should also describe how the firm will manage their relationship with the University to ensure continuity in key personnel assigned to the contract, effective management and regular reporting of assigned work, and responsiveness to University requirements. As a part of the submission, each team member must include a copy of their CDB Pre-qualification Certificate and a copy of their CDB 255 form. Attachments to the 255 form are allowed. Faxed or electronic submittals will not be accepted.
Interested firms need to submit four (4) copies of their qualifications and only one (1) copy of the attached forms (Financial Disclosure and Conflicts of Interest, Contract Certification, DHR Form, Insurance Checklist, Authority to Do Business in Illinois, State Board of Elections, etc.) and/or (Form A or Form B). A USB flash drive containing all of the information, including the forms, should be submitted in addition to the number of hard copies listed. The electronic format is a requirement.
The 30% BEP and 3% VOSB is an aspirational goal for all projects, this can be a combination of subcontractors, suppliers or self-perform, if you are a CEI certified BEP vendor. It is understood that not every project assigned to a retainer consultant may be able to use diverse sub-consultants to the projected utilization levels. However, the consultant is expected to use good faith efforts to achieve the projected utilizations over the life of the retainer contract period. Failure to use good faith efforts to meet projected utilization goals may be grounds to not offer a contract renewal. The awardee must provide proof of compliance in the form of paid invoices emailed to the Purchasing contact listed. MBE/FBE/FMB/PBE/VOSB/SDVOSB information for professional services consultant and subconsultant(s). Only firms certified with the Illinois Commission on Equity & Inclusion (CEI) are acceptable. A current and valid print version of the vendor's CEI Business Enterprise Program (BEP) Vendor Directory results is the printed proof of the CEI certification for each identified MBE/FBE/FMB/PBE/VOSB/SDVOSB vendor. This document includes the vendor's name, address, ethnicity, county, contact information, and certification renewal date and expiration date. Certification must be current and valid at the time of proposal.
NOTE: You must submit either Form A or Form B in your response. You must submit Utilization plans for both BEP and VOSB with your response. You must be registered with the Illinois State Board of Elections prior to the opening date. Failure to register with the ISBE by opening date and failure to submit Form A or Form B and the Utilization plans may result in your submission being considered as non-responsive.
There are no RFP or bid documents for this posting. Plans and specs are not available for this project. The information provided in this posting is all the information available and provided to interested vendors. To avoid disqualification, there should be no communication regarding the scope of this project with University staff, faculty, or students other than through Teresa Shipton at tshipto@siue.edu. Do not contact Bill McCuen, Principal Architect or any other staff member of SIUE. Questions concerning the forms may be directed to Teresa Shipton by April 14, 2026, 12:00pm CDT. Please submit them via email. Questions submitted after this date may not receive a response.
The submittals will not be opened publicly. However, the names of the firms responding will be read publicly at 3:01 p.m. CDT on May 5, 2026, in the lobby of the Supporting Services Building. All parties interested in this information must be in attendance at this place and time. No information will be released after respondent list is read until the award is posted on the Bulletin website. All proposals shall be in the hands of the Purchasing Agent of Southern Illinois University Edwardsville no later than date and time as referenced. Any proposals received after the time and date specified for the receipt of bids will be returned to the bidder unopened. The public bid opening and reading of bids are for informational purposes only and are not to be construed as acceptance or rejection of any of the bids submitted. Neither Southern Illinois University Edwardsville nor the owner's agent will be responsible for the delivery time of bids.

Only those firms which meet the following qualifications will be considered:
  • Submitted 4 copies of their qualifications.
  • Licensed to practice as an architect, landscape architect, or engineer in the State of Illinois.
  • Pre-qualified with the State of Illinois Capital Development Board.
  • Registered and authorized to do business in the State of Illinois.
  • Utilize an AutoCAD compatible system to provide documents.
  • There is a 30 percent BEP goal for this procurement. See solicitation documentation for details.

Selection will be consistent with the Architectural, Engineering, and Land Surveying Qualifications Based Selection Act (30 ILCS 535/1).

This transaction is subject to the State Board of Elections registration and certification requirements of Public Act 095-0971.
