The previous agreement with Taylor & Francis provides for subscription access to individual journals, comprehensive access to the publisher's journals in the field of education, and includes limited funds for Open Access publishing. Open Access makes the published articles of University authors immediately and freely available to readers worldwide. This amendment funds $50,000 of additional Open Access publishing funds so that even more ISU scholars can share their research and increase impact. It is a one-time payment that will be fully expended by the end of the calendar year 2023.

The University awarded a contract for Library Subscription - digital access to journals.
The University will purchase a subscription to provide student access to a collection of digital journals.
This purchase is exempt from the usual selection processes of the Procurement Code because the procurement expenditure is for periodicals, books, subscriptions, database licenses, and other publications procured for use by a university library or academic department, except for expenditures related to procuring textbooks for student use or materials for resale or rental. (30 ILCS 500 / 1-13(b)(5)) This purchase is exempt from the usual selection processes of the
