The Northern Illinois University wishes to pursue a public-private partnership (P3) arrangement with an established firm for the management of existing student housing buildings, the renovations of existing student housing buildings, new student housing construction, if applicable, on the Northern Illinois University's Campus. Although the desired contract is intended to be a concession under the State of Illinois Procurement Code, NIU is following a more comprehensive Request for Proposal process to ensure fair competition. The request for proposals is to determine the viability and sustainability of a possible partnership that helps NIU housing facilities reach modern campus living.
