Southern Illinois University Edwardsville (SIUE) has contracted with New Life In Christ Interdenominational Church for leased classroom and playground space and other access, under the US Department of Health and Human Services grant, "Early Head Start Program Operations."
This purchase is exempt from the usual selection processes of the Procurement Code because the procurement expenditure is for performing sponsored research and other sponsored activities under grants and contracts funded by the sponsor or by sources other than State appropriations.
