Announcement of an Exempt Purchase

Annual subscription service license for the cloud-based Echo 360 learning capture solution. The system includes an instructional content library and content management, in-class assessment with polling, on-line quizzing, learner analytics and grade book integration, as well as software maintenance support.

This purchase is exempt from the usual selection processes of the Procurement Code because the procurement expenditure is for periodicals, books, subscriptions, database licenses, and other publications procured for use by a university library or academic department, except for expenditures related to procuring textbooks for student use or materials for resale or rental. (30 ILCS 500 / 1-13(b)(5)) Echo 360 has added a new folder system for organizing videos, AI Chaptering features, updated Echo Player, more capturing options, and Zoom integration. Without this procurement we would have to replace everything in our centrally supported classrooms and throughout the entire university. We would have to port all Echo videos into a different video management system that would involve purchasing additional space. Also, we would not be able to offer lecture capture for the entire spring semester while rooms were updated.
