Management and administrative services for Colbert and Williams consent decree projects with the Illinois Department of Human Services (DHS) under Program 792 - Quality Assurance and Data Analytics.
This purchase is exempt from the usual selection processes of the Procurement Code because the procurement expenditure is for performing sponsored research and other sponsored activities under grants and contracts funded by the sponsor or by sources other than State appropriations. (30 ILCS 500 / 1-13(b)(8)) This purchase is in the best interest of the University as Dr. Jones provides keen subject matter expertise for implementing quality improvement in adherence to the consent decrees (Colbert/Williams). Without Dr. Jones' expertise, the University would be in jeopardy of not providing the deliverables on the three (3) grants and lose that level of support and funding.
