The University awarded a contract for project analytic services.
Chartis Group, LLC will provide the Institute for Healthcare Delivery Design (IHDD) continued analytic services to further characterize and quantify the Williams & Colbert consent decrees class member population. The following objectives will be addressed: revise model presentation, present and document on the report's vision and contents, update the model and final presentation, and the final capacity development report and associated presentation.
This purchase is exempt from the usual selection processes of the Procurement Code because the procurement expenditure is for performing sponsored research and other sponsored activities under grants and contracts funded by the sponsor or by sources other than State appropriations. (30 ILCS 500 / 1-13(b)(8)) The IHDD serves as a consulting firm to provide advising services to healthcare system partners and government agencies. Contracting with Chartis Group LLC with a proven track record of high-quality work is essential to fulfilling the project goals. Finally, this project presents the opportunity to maintain the existing partnership between IHDD and IDHS and aid IDHS in the Williams and Colbert Consent Decree, a legal agreement resulting from lawsuits brought by residents of nursing homes and other institutional settings in Illinois, in enabling these individuals, who have mental illnesses or physical disabilities, to move into community-based settings with appropriate support services. The goal is to provide more integrated and less restrictive living arrangements, enhancing their quality of life and independence. Given the scale of this case, this project provides IHDD with a significant opportunity to establish a substantial presence and reputation in this sector.
