The University awarded a contract for the Solventum Grouper Plus Content System.
The Solventum Grouper Plus Content System (GPCS) provides licensed codesets required for billing Medicare and Medicaid payers. This grouper software is used by all hospitals that bill Medicare and Medicaid programs. The licensed file which is required for being able to calculate reimbursement for Medicare and Medicaid programs is proprietary licensed by Solventum to work with our Epic EHR.
This purchase is exempt from the usual selection processes of the Procurement Code because the procurement expenditure is for medical supplies or medical at a university-operated health care center or dispensary that provides care, treatment, and medications for students, faculty and staff (30 ILCS 500 / 1-13(b-5)) The University will be unable to calculate net reimbursement rates for Medicare or Medicaid patients therefore not being able to identify payments that are made incorrectly or properly account for net revenue. In the case of underpayments, the University would not be able to identify those and collect additional monies owed to the University. In the case of over payments, the University would be unaware which could create compliance issues related to retaining funds on overpaid claims.
