The University awarded a contract for change management consulting.
MI for Health will provide change management consulting for the Illinois Department of Human Services Division of Behavioral Health: Organizational Transformation project. MI for Health will provide cohort-based training, coaching, office hours, meeting participation, and materials review.
This purchase is exempt from the usual selection processes of the Procurement Code because the procurement expenditure is for performing sponsored research and other sponsored activities under grants and contracts funded by the sponsor or by sources other than State appropriations. (30 ILCS 500 / 1-13(b)(8)) The IHDD serves as a consulting firm to provide advising services to healthcare system partners and government agencies. This project presents the opportunity to maintain the existing partnership between IHDD and IDHS and aid IDHS in the strategic and thoughtful deployment of the new Division. Given the scale of this case, this project provides IHDD with a significant opportunity to establish a substantial presence and reputation in this sector. If the exemption is not approved, the IHDD will miss out on opportunities to work with the state on projects, resulting in a loss of revenue.
