The University awarded a contract for parking management equipment and software.
This exemption is for EMV handhelds with data plan, charging stations, and all licenses, software, and access used for event parking. EMV units are payment terminals designed to read microchip-enabled credit/debit cards, significantly reducing fraud compared to magnetic strips by requiring unique, encrypted, one-time transaction codes.
This purchase is exempt from the usual selection processes of the Procurement Code because the procurement expenditure is for events or activities paid for exclusively by revenues generated by the event or activity, gifts, or donations for the event or activity, private grants, or any combination thereof. (30 ILCS 500 / 1-13(b)(2)) This is paid for by parking revenue.
