This purchase is exempt from the usual selection processes of the Procurement Code because the procurement expenditure is for events or activities paid for exclusively by revenues generated by the event or activity, gifts, or donations for the event or activity, private grants, or any combination thereof. (30 ILCS 500 / 1-13(b)(2)) The scheduling service software is in use by other units at the University. The product is unique as it will provide clinical provider schedule building, factor in complex coverage requirements, and provider preferences-skills for coverage. The software's ability to automate features and embed them in the scheduling logic allows for reducing redundant human effort. It also provides ability for clinical providers to switch shifts among themselves, place long-term and short-term requests-preferences and provides a friendly mobile platform for every one to view. The product has received wide acceptance in the healthcare provider industry. There are other University clinical departments that use, and are interested in using, this scheduling service which will provide essential continuity for all other units.
