The University awarded a contract for non-clinical services.
Professional services, those non-clinical expenses tied to revenue generation provided to our clinical partner for Pediatrics. - The purpose is to procure services tied to the generation of medical billing revenue within the Department of Pediatrics. This includes, but is not limited to, support staff and services that are either not available or are cost-prohibitive to obtain internally.
This purchase is exempt from the usual selection processes of the Procurement Code because the procurement expenditure is for events or activities paid for exclusively by revenues generated by the event or activity, gifts, or donations for the event or activity, private grants, or any combination thereof. (30 ILCS 500 / 1-13(b)(2)) The College of Medicine Peoria does not have its own University hospital. OSF HealthCare operates OSF Saint Francis Medical Center, one of two primary clinical training affiliates for the College of Medicine in Peoria a relationship that began with the founding of the Peoria campus in 1970. The Department of Pediatrics clinical enterprise has grown substantially from a spend of $13.0m in 2011 to $32.3m in 2021. The campus tries to fill open positions and provide services internally, but given the expanding needs and local economy, it may be difficult to fill positions. In those circumstances, it may be possible to lease these positions from OSF. The revenue generated from the medical service plan pays for these contractual medical and other clinical related services.
