Announcement of an Exempt Purchase

This purchase is for the Agilent 8900 ICP-MS, PC/Masshunter, chiller, SPS4 sampler (with cover), AVS valve, ADS-2 Auto Diluter, Speciation connection kit, which will include 4 days of custom on-site training, a 5-year Enhanced Warranty, Install/Shipping, and 45% trade-in value for old PE ICP-MS.

This purchase is exempt from the usual selection processes of the Procurement Code because the procurement expenditure is for performing sponsored research and other sponsored activities under grants and contracts funded by the sponsor or by sources other than State appropriations. (30 ILCS 500 / 1-13(b)(8)) The purchase of the Agilent system for trace metal analysis which is critical because the core has serviced over 7,000 samples and 210 projects across 108 UIC labs, primarily funded by the NIH P30 CACHET grant, which has already secured 10 additional NIH grants, from 2022-25. The current instrument's six-month backlog delays research, risking the renewal of the P30 grant and future funding. Without approval, researchers may turn to private sector services, leading to state revenue loss and delayed or the extremely long turn-around-time may result in lost grant opportunities, undermining UIC's research capacity and economic contributions.
