The University awarded a contract for Air charter services for UIC athletic team travel.

This purchase is exempt from the usual selection processes of the Procurement Code because the procurement expenditure is for athletic, artistic or musical services, performances, events, or productions by or for a public institution of higher education. (30 ILCS 500 / 1-13(b)(4)) If not approved, the impact to the State will be significant, particularly in terms of student-athlete safety, academic performance, and competitive readiness. Without access to charter air services, UIC would be forced to rely on charter buses for long-distance travel when commercial flights are not feasible. This would result in overnight travel after games, leading to fatigue, increased safety risks, and reduced time for rest and academic preparation. These challenges could compromise both the well-being of student-athletes and the universitys ability to meet conference travel requirements at the best available rates.
