The University awarded a contract for Project Lead Services.
The procurement of project lead services for the Administrative Office of the Illinois Courts (AOIC) Assisted Outpatient Treatment (AOT) statewide initiative, delivered by the Institute for Healthcare Delivery Design (IHDD) team. Scope includes leading program design and implementation planning, coordinating cross-agency stakeholders (including the Illinois Department of Human Services (IDHS), developing and documenting workflows, governance, and performance measures and providing implementation oversight and technical assistance. The selected project lead brings extensive behavioral health system design and implementation experience, including prior work with IDHS.
This purchase is exempt from the usual selection processes of the Procurement Code because the procurement expenditure is for performing sponsored research and other sponsored activities under grants and contracts funded by the sponsor or by sources other than State appropriations. (30 ILCS 500 / 1-13(b)(8)) If this is not approved, the State will incur higher costs due to delayed implementation of Assisted Outpatient Treatment (AOT), including increased emergency department visits, inpatient admissions, and justice-system utilization that AOT is designed to mitigate. The delay would also slow IDHSs planned expansion of access, reduce the programs ability to achieve economies of scale, and risk missed milestones tied to IDHS-funded workraising administrative and re-procurement costs. In addition, UIC/OPHS/IHDD would need to backfill scarce, specialized project-lead capacity, prolonging start-up and diminishing the return on State investments in public health and health equity.
