Announcement of an Exempt Purchase

CARLI subscription access to the CARLI collections of documents for student, faculty and research use. This access is only granted for the members of CARLI - Consortium of Academic and Research Libraries in Illinois.

This purchase is exempt from the usual selection processes of the Procurement Code because the procurement expenditure is for periodicals, books, subscriptions, database licenses, and other publications procured for use by a university library or academic department, except for expenditures related to procuring textbooks for student use or materials for resale or rental. (30 ILCS 500 / 1-13(b)(5)) The financial impact if the agreement with CARLI is not approved would not allow access to resources to share at no extra cost. Students, faculty and researchers on campus will not have access to materials or resources from schools across the state of Illinois.
