The University awarded a contract for Consulting Services.
Chartis will support Illinois Department of Human Services (IDHS) by updating and refining the Williams & Colbert (W & C) Needs and Capacity model integrating FY2025 data, updated Review of Particle Physics (RPP) figures, Assertive Community Treatment (ACT) capacity findings, Maximus comparison analyses, and federal policy impact assessments. Chartis will produce key deliverables including a report addendum, refreshed model, training session, and final presentation. Chartis will also provide analytic and project management support for the Illinois Olmstead Plan, translating relevant analyses, assessing capacity for one new service if needed, and delivering project management deliverables such as a project plan, stakeholder engagement plan, templates, content maps, review trackers, analytic summaries, visualizations, and status reports, while coordinating drafting, review, and integration of plan content.
This purchase is exempt from the usual selection processes of the Procurement Code because the procurement expenditure is for events or activities paid for exclusively by revenues generated by the event or activity, gifts, or donations for the event or activity, private grants, or any combination thereof. (30 ILCS 500 / 1-13(b)(2)) This project presents the opportunity to maintain the existing partnership between IHDD and IDHS and aid IDHS in the advancement of Olmstead and supporting the Williams & Colbert Consent Decree. Without this exemption we would not be able to support the State's effort to ensure Illinoisans' civil rights are protected and provide access to services and supports needed for individuals to live outside of institutional settings.
