Request for Professional Services Qualifications (QBS): Civil Structural Retainer

Project Description
The Springfield campus of the University of Illinois is seeking statements of qualifications from Professional Services Consultants to provide Civil/Structural engineering services on a retainer basis. Each agreement will be for two years, beginning July 1, 2026, and ending June 30, 2028, with an option to renew for one additional twoyear period (July 1, 2028 through June 30, 2030), for a total contract term of four years. Scheduled hourly rates may be adjusted after the renewal. Required Civil Engineering services include, but are not limited to, land surveying, topographic and utility site surveying, environmental, geotechnical, foundation, hydrology, and hydraulic engineering, and the analysis, planning, and design of sanitary sewer, storm water, water distribution, roadway, parking lot, and other site and civil infrastructure improvements. Consultants must have access to resources with diverse expertise, including incidental architectural, mechanical, and hazardous material remediation services as necessary to complete Civil Engineering Retainer projects. Structural Engineering services include, but are not limited to, structural design, forensic investigations, condition assessments, analysis, repair and failure assessments, static, dynamic, load, and seismic analysis of gravity and lateral structural systems. Services apply to new and existing buildings, bridges, and equipment supports primarily composed of steel, concrete, masonry, wood, aluminum, and composite materials. Consultants shall provide cost estimates and project schedules, as required. Consultants must be capable of providing a full range of professional services, including program analysis, preliminary design, construction documents, bidding, construction administration and observation, postconstruction services, and feasibility studies.
