Announcement of an Exempt Purchase

Civil and Environmental Engineering Department will conduct three days of aerial data collection for our IDOT project. This requires a very specific setup for the helicopter and camera. This must be consistent between the first data collection and second data collection to ensure validity of the results.

This purchase is exempt from the usual selection processes of the Procurement Code because the procurement expenditure is for performing sponsored research and other sponsored activities under grants and contracts funded by the sponsor or by sources other than State appropriations. (30 ILCS 500 / 1-13(b)(8)) Utilizing any other source will invalidate the first data collection as it will create incompatibility between the first and second data collections efforts. This essentially means that we will fail to deliver the project.
