Announcement of an Exempt Purchase

DIA would like to purchase charter flight services from Wheels Up Partners LLC. Charter flights used for team travel, recruiting purposes, as well as other flight needs within the University of Illinois Athletics.

This purchase is exempt from the usual selection processes of the Procurement Code because the procurement expenditure is for events or activities paid for exclusively by revenues generated by the event or activity, gifts, or donations for the event or activity, private grants, or any combination thereof. (30 ILCS 500 / 1-13(b)(2)) The cost of the services will be directly or indirectly funded by revenues generated from ticket sales, television rights, sponsorships, donor gifts and merchandise sales from DIA Athletic events. Further, the proposed purchase is for services necessary to ensure availability, flexibility, and efficient travel for coaches, staff, and student athletes, which is a critical element for the ongoing conduct of athletics events. For those reasons, this purchase should be exempt under either or both of Sections 1-13(b)(2) and 1-13(b)(4) of the Code.
